In October 2024, CPR and Disability Rights Connecticut (DRCT) filed a complaint with the United States Department of Justice (DOJ). The complaint alleged that Connecticut state laws discriminate against institutionalized voters by: 1) forcing them to participate in mandatory supervised absentee voting (when election officials come to the facility on a specific day for voting but prohibits them from voting in other ways or at other times); and 2) denying them the right to assistance from the person they choose. In addition, the complaint alleged that institutionalized voters received incorrect or no information about the voting process from institutional staff and voter registrars, and that families and staff actively discouraged them from voting, which undoubtedly disenfranchises potential voters in every election. DOJ opened an investigation on October 28, 2024, but closed it in 2025 without notice or explanation.
