On October 20, 2025, CPR submitted comments to the Election Assistance Commission (EAC), urging it to reject the request to impose a proof citizenship requirement for people registering to vote. CPR highlighted the burdens that such a requirement would impose on voters with disabilities who would need to obtain or update their documentation. These burdens would be especially hard to overcome for people who require assistance in their daily activities; lack funds, transportation, or internet access; or are institutionalized and may have lost access to needed documents. CPR’s comments emphasized the disproportionate barriers that voters with disabilities already face, and the lack of evidence of fraud that would possibly justify this new requirement.
